For target lifecycle it used a different retry strategy (retry 3 times), is it ok to use the common func?

yeah that's likely arbitrary, let's just normalize and use the same

Summary
In this PR, we populate AZ id from IMDS to TMDS.
Implementation details
Agent queries IMDS for AZ ID and saves it to memory.
Later the AZ ID is passed to TMDS server and sent as response.
