Enable Python 3.15 wheel builds by updating cibuildwheel to 4.2.1 and adding the Python 3.15 classifier. Keep pybind11 pinned to 2.13.6 in both build requirement files, preserving the allocator safety fix from #2108. Disable the new automatic Windows repair step to retain the existing manual DLL bundling.
Based on #2109 by @shaanmajid (Shaan Majid). His original commits and authorship are preserved, and the changelog credits him for the Python 3.15 wheel support. This follow-up retains his changes while reverting the pybind11 upgrade.
