Images are traced to SVG even when LibreOffice is installed - #90

With LibreOffice, image → SVG went image → PDF → LibreOffice → SVG, which only puts the picture inside an SVG, so "Trace to SVG" did nothing useful. LibreOffice's SVG outputs are now never used for routes that start from a raster image (ConversionEdge.NotForImageSources); PDFs and drawings keep their vector route through it. Brings in the formats, categories, presets and settings migrations up to schema 16 (KnifeLemon#80-KnifeLemon#87) and the LibreOffice SVG tracing fix (KnifeLemon#90). The only conflict was a blank line next to the new migration blocks; groups need no settings migration of their own. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

When LibreOffice is installed, image → SVG took the route image → PDF (PDFsharp) → SVG (LibreOffice). That only puts the picture inside an SVG, so the new "Trace to SVG" presets (#87) produced no tracing. CI doesn't install LibreOffice, so it didn't catch this; the local TracingTests failed once the optional engines were present.
