What does the pull request do?
This PR respects
RuntimeFeature.IsMultithreadingSupportedproperty added in .NET 11.The same property is already read in another PR #22196, but that PR is unlikely to be backported with new TFM. While this PR is safe to backport for 12.0 and 12.1 avalonia.
