What does the pull request do?
When a TextPresenter effective visibility changes, either by its own or a parent's
IsVisibleproperty is set, the text selector's visible state is reset, i.e. hidden. This prevents floating handles when a textbox is hidden due to it being removed or its hosting control being hidden.What is the current behavior?
